Why Your Premium Keeps Rising Though Nothing Changed
You opened the renewal notice last month and saw another increase. Your driving record is clean, you dropped 8,000 miles a year when you retired, and you haven't filed a claim in a decade. The bill climbed anyway. Most Houston retirees in this position assume the increase reflects their age bracket, and carriers rarely correct that assumption because explaining the real pricing structure means surfacing discounts they never marketed to you in the first place.
Texas law does not require insurers to offer a mature-driver discount. Carriers file voluntary discount programs with the Texas Department of Insurance, and most operating in Houston do offer one, but the application process is manual. Your carrier will not enroll you automatically at age 65 or 70. The discount exists, you likely qualify, and the only thing standing between you and a lower premium is a form or course certificate the carrier never mailed you.

No State Mandate Means You Compare Carrier by Carrier
Because Texas does not mandate a mature-driver discount, the structure and qualification path differ by carrier. State Farm, USAA, and Geico file age-based mature-driver discounts in Texas: you qualify automatically at the age threshold the carrier sets, typically 50 or 55, and the discount applies without additional action. Progressive, Farmers, and Nationwide require completion of a state-approved defensive driving course. The course certificate must be submitted to the carrier before the discount applies, and most certificates expire after three years, requiring re-enrollment to maintain the discount.
Low-mileage and usage-based programs operate the same way. Progressive Snapshot, State Farm Drive Safe & Save, Nationwide SmartRide, and Allstate Drivewise all operate in Texas and all require manual enrollment. If you drive 6,000 miles a year now versus 15,000 when you commuted, these programs can lower your rate substantially, but the carrier will not move you into the program unless you ask. The telematics device or app tracks actual mileage; estimated annual mileage you reported three renewals ago no longer governs your rate once you enroll.
The carrier prices you on the mileage estimate from your original application until you formally enroll in a low-mileage or usage-based program and verify the lower number.
What You Need Before Comparing Carriers

Your current liability limits. Texas requires $30,000 per person, $60,000 per accident bodily injury, and $25,000 property damage. Many retirees carry 50/100/50 or 100/300/100 from their working years. If your retirement assets exceed your current liability limit, an at-fault accident exposes the difference. Umbrella policies require underlying auto liability of at least 250/500, so confirm whether your homeowner's umbrella is still anchored correctly if you lower auto liability.
Your vehicle's current value and loan status. If the car is paid off and worth less than $4,000, collision coverage and comprehensive coverage cost more annually than the maximum claim payout after deductible. Many retirees drop both and bank the premium savings. If the vehicle is financed or leased, the lender requires both. Confirm your loan payoff date and whether you plan to keep full coverage afterward before locking in a new policy term.
How Medicare Changes Medical Payments Coverage
Most working-age drivers carry medical payments coverage or personal injury protection to cover immediate medical bills after an accident. Medicare Part B already covers accident-related medical treatment, making med-pay redundant for most retirees. Medicare pays first, med-pay pays second, and the overlap rarely justifies the premium. Texas does not require PIP, so dropping med-pay when you enroll in Medicare is a common move.
Two exceptions apply. If you carry passengers regularly who are not Medicare-eligible, med-pay covers their injuries regardless of fault. If you split time between Texas and a no-fault state requiring PIP, your Texas policy must carry PIP to satisfy the other state's requirement when you drive there. Confirm your household passenger profile and your travel pattern before removing med-pay entirely.
Texas Minimum Property Damage
$25,000
Texas Transportation Code requires $25,000 property damage liability as the statutory floor. A single vehicle totaled in an at-fault accident can exceed this limit; retirees with home equity or retirement accounts accessible in a judgment often carry higher limits.

Defensive Driving Course Rules in Texas
Texas-approved defensive driving courses for insurance discount purposes run six hours and must be completed through a provider approved by the Texas Department of Licensing and Regulation. Online, in-person, and video courses all qualify if the provider holds current TDLR approval. The course certificate is valid for three years from completion date. Most carriers require you to submit the certificate within 30 days of completion to apply the discount at your next renewal.
The discount amount is set by carrier filing, not by statute. Typical filings range from 5 percent to 10 percent off your liability and collision premiums, but the percentage is verified at quote time, not guaranteed statewide. If you completed a course more than three years ago, the certificate has expired and you must re-enroll to re-qualify. Some carriers send renewal reminders 60 days before expiration; most do not. Mark your calendar for month 34 and re-enroll before the discount lapses.
TDLR maintains the current approved provider list at tdlr.texas.gov. Courses completed through non-approved providers do not qualify, even if the content is identical. Confirm provider approval status before enrolling, and retain the completion certificate. Carriers do not store it permanently; if you switch carriers mid-term, you will need to re-submit the same certificate to the new carrier.
Which Houston Carriers Handle Retirees Well
USAA writes only for military-affiliated families but consistently prices senior drivers favorably and offers both age-based mature-driver discounts and usage-based programs. State Farm operates statewide in Texas through county mutual structures and offers age-based discounts without course requirements. Both carriers allow online quoting. Geico writes standard and non-standard policies in Houston, offers mature-driver discounts, and processes quotes online for clean-record drivers.
Farmers, Nationwide, and Progressive all require defensive driving course completion for the mature-driver discount but operate robust telematics programs. If your annual mileage dropped significantly, the usage-based discount can exceed the course-based mature-driver discount. Progressive Snapshot and Nationwide SmartRide both operate in Houston and track mileage, hard braking, and time-of-day driving. Drivewise from Allstate uses a similar model. All three require app installation or plug-in device enrollment before the discount applies.
Compare Now Before Your Next Renewal
Pull your current declaration page and note your renewal date. Most Texas carriers allow you to bind a new policy up to 30 days before your current term ends without penalty, and the new carrier will coordinate the effective date to prevent a coverage gap. Request quotes from at least three carriers writing in Houston: one offering age-based mature-driver discounts, one offering course-based discounts, and one with a strong usage-based program. Provide your actual current annual mileage, not the estimate from three years ago, and confirm whether each carrier has your defensive driving certificate on file if you completed one. The lowest quote wins only if the coverage structure matches what you need. Compare the declaration pages line by line before you bind.
